I was able to download BMPtoICO <http://www.filelibrary.com/Contents/Windows/130/7.html>here and it worked like a charm!
If you have Adobe Photoshop - you might want to try a commercial Photoshop plug-in called "IconBuilder". It helps you put together (all within Photoshop) the data you need for both Mac AND Win icons. It is produced by the 'IconFactory': http://www.iconfactory.com/
