Resource files for localization

I was asked about providing a resource file to a client so that they 
could localize the user interface strings on Windows.  I am not 
familiar with these, though after doing a search on google it seems 
this is the standard for doing localization on Windows.  I haven't 
worked with localizing Revolution apps so I was wondering what the best 
approach to this might be from within Revolution as I assume I can't 
use a resource file directly in Rev.  Or am I mistaken?
