Steve, I haven't looked at it in 10.3, but in MacOS 10.2 the ODBC administrator was worthless IMHO. It is a stripped down version of iODCB Driver Manager which comes with the commercial iODBC drivers. Download some drivers and use that Driver Manager instead.
I've found ODBC on Unix and Mac to be a real pain because most of the drivers are very expensive, and it's not very widely used. Unlike on Windows where everything is ODBC it seems.
