I think one of the weaknesses of the 'accept' method for checking for multiple apps is the potential of collisions here. The other problem is that this will not work if tcp/ip networking is not set up for some reason. You might also want to make sure this does not force a dialup.
Another alternative is to use an external that makes appropriate Windows API calls that are designed for checking for multiple instances or otherwise handling them. If you are not up to attacking the creation of an external, you can have one made.
