In fact I am doing it now. I have my REV app open and it is above my mail program but I can type this email. Then if I want I can click on my rev app and do something there too. If I hit a button in the floating window the email app stays on top and the button still works BUT if I click in a field in the REV app then it comes to the front.

Are you able in Panther to open a web page in a separate browser and then enter and edit text in a field with the systemWindow property set to true?
Actually, no I can't. I get a beep instead. When Rev is the frontmost
app, it works; when it's not, it doesn't (or at least not consistently).
I'll play with a few things and let you know if I find a workaround...
