True, but issuing 'start using' second time should change the order of used stacks but not produce an error message. There must be something else going on yet. May be there is libraryStack handler used and it tries to load sth second time.

Yes, and once a stack is been put into the "stacksInUse" (or
libraryStacks), it is available to all currently running stacks.

you only need to "start using xyz" once!

That stack is then added to the end of the message passing hierarchie.

 Which means: once you "start(ed) using xyz", xyz IS in use,
 and therefore the prompt :-)

 You can query if a stack is in use or not  with "the
 stacksInUse"-function.
