Yes, and once a stack is been put into the "stacksInUse" (or libraryStacks), it is available to all currently running stacks.

you only need to "start using xyz" once!
That stack is then added to the end of the message passing hierarchie.
Which means: once you "start(ed) using xyz", xyz IS in use, and therefore the prompt :-)
You can query if a stack is in use or not with "the stacksInUse"-function.
