This is untested but should work:

on returnInField
  if the controlKey is down then
    -- put your "add new page" scripts here
  else
    pass returnInField
  end if
end returnInField

This combination seems to be a built-in key-combo in rev. But I'm not 
sure what it does...can't find it in the docs. Is there a way to 
disable it? It is a commonly used combination for adding a new page in
