Yes, I've seen this.
Too bad it has never managed to get any foothold. It is a pretty logical concept after all, and the one obvious thing missing from PNG.
And then of course, Macromedia Fireworks has its own blend of PNG that is on the scale of a Photoshop PSD when it comes to sophistication of image formats.
