Moving a file to the recycle bin

I found various Applescript snippets in the archives for this list for 
moving a file to the Trash on Mac OS X, but nothing for doing the same 
on Windows.

I did find some VBScript that uses the Shell command to do the same on 
Windows, but don't know how Shell works well enough to make it work.  
Would anyone else be interested in looking at it?  The code's at
