I really don't think this is an issue of what web page he is attempting to load.

I have an HP Pavilion with a 2.4gh processor running WinXP SP2 and the revGoURL 
command runs fine in the development environment, but in the standalone it can 
take up to 3 minutes for the same command to "Launch" Internet Explorer.

I do believe there is an alternate way to get the page to load.  Doesn't the 
revGoURL command use the Windows Shell to launch the shortcut?  If this is the 
case, I am using the Shell to launch "help.chm" and it takes a few minutes to 
work in the standalone, but works fine in the IDE.  I think this may be the 
same case.
