You might throw some votes at Bugzilla Bug 704 "Keep window always in the background" - an enhancement request for a new window mode.

I am working on something like this to force a window to always stay on the bottom level. I think this is probably a very difficult approach, with many opportunities for odd problems - but it might work if nothing else does.
