Actually, I don't view this as a limitation at all. It makes more sense this way from the point of view of a typical end user, and I've seen people get confused over multiple instances of a program under Windows far more often than I'd like. The behavior Apple specified in the Aqua HIGs make for excellent usability.

A single running instance of an App is a feature, not a limitation.
