I haven't really bothered much with toolbars for what I am doing, but depending on your needs, you could always just put a bunch of buttons at the top of the window, hide the names and assign icons to them. If you want the more toolbar-like look, you could put a long button behind them -- one which does not auto-hilite and which has no mouseUp handler (or an empty one); set the button style appropriately to be sure it still looks like a toolbar on each platform you build for (a standard button under OS X for example will not look like a toolbar at all).
But no, there is not really a standard toolbar component; this is something which (as demoed above) would not be hard to "fake" when building an app, and all too often Windows-type toolbars are abused/overused in software anyway (even with environments like KDE - I have seen KDE apps present users with a full FOUR ROWS of toolbars!)
