Somebody on this list mentioned a 10.3.7 bug involving network delays.

Do you have the same results with ip address only? That is, without DNS lookup?

and remember if testing with traceroute, it's not enough to use numeric IP address in the command line, as in
traceroute 216.109.118.73 you also need to use the "-d" option to prevent DNS lookups to convert the ip addresses to names.
