This is only a clue, but I tried this:
/System/Library/Printers/Libraries/convert ?
And it was nice enough to give me some parameters:
Usage: /System/Library/Printers/Libraries/convert [-f <input filename>] [-o <output filename>] [-i <input mimetype>] [-j <output mimetype>] [-P <PPD filename>] [-u] [-a <attribute string>] [-U <username>] [-J <jobname] [-c <copies>] [-D]
I presume the -a (attributes) flag might help you, but I couldn't immediately locate any clues on what the attributes might be...

This did indeed make a pdf of my jpg. Another question-- is there a way to
set the page size in my scenario? The pdf open into an 8.5x11. This pdf is
going to be sent to a label printer (at my fulfillment center, so I don't
know what it will do or if it's a concern.)
