I tried both of the suggestions I received about how to overcome this issue. Unfortunately both of them didn't work.

So it tried a few different situations to see what would happen.

1. During preOpenStack, the systemWindow property is set to true. The decorations are not set, and are the default.

        Result = System Window!

2. During preOpenStack, the systemWindow property is set to true. The decorations are set to "empty".

        Result = Not a System Window :(

3. During preOpenStack, the decorations are set to "empty", then the systemWindow property is set to true.

        Result = Not a System Window :(

4. During preOpenStack, set the decorations to "title,menu,minimize,maximize,close,system".

        Result = System Window!

5. During preOpenStack, set the decorations to "empty,system".

        Result = Not a System Window :(  Has a border :(

So, from what I've been able to determine. You cannot have a window without decorations become a System Window on Windows XP. I guess I'll have to post this issue to bugzilla. And another program idea in the trash!
