Oh, I get it.

The variable is in line 4 of the variableNames but is not in the items of the globalNames until after a string is put into it.

Another bad consequence is that if a handler declares a global and gets compiled, that doesn't mean it is in the globalNames.

(Looks like an "if" bug.)
