MTU is the maximum size of an individual packet - it has no (direct)
relationship to the TCP window.
There are subtle interactions between them - but they really are second-
or third-order effects. It's best to treat them as though they were
completely independent. So I'll leave this as the only thing to say
about MTU and give a separate answer about TCP's windowing strategy.
