I was hoping the backdrop would be more robust. I guess I could roll my
own as you said. It seems backdrops are always a pain on Windows. Wish
everyone would just use a Mac.

The best way is to run your own :-)
A simple stack the rect of which is the screen rect.
When resuming or if the user clicks on the backdrop, you can reorder
the windows as you wish.
Not completely satisfying, I know...
