The docs for playRate are correct:
If the playRate is zero, the movie or sound *appears* paused.
That's true.
Play Rate monitors the speed backward and forward.
Zero is consistent: it *pauses* the movie/sound.
But it does nor means that the player is paused, it just means that
its playing speed is zero.
Then you have to check the paused property to know if the status is
due to a playrate set to 0 or to a *real* pause.
If the movie/sound is paused and the playRate set to 0, the play
command will do nothing:
The playRate property takes precedence over the play/pause commands.
