I think it's a normal behaviour with *standard* buttons (verified on Mac OS 1.4.3 and Windows XP Pro SP2 - last Rev). See the docs as said Tom. With buttons that are not *standard* buttons but transparent ones using icons, it allows (assuming that you have specified an armedIcon ID) to implement a rollover effect easily :-)
