It's a standard and the way it should be on all OS's and is
documented in the User Interface Guidelines on Mac and Windows.
On OS X it's common to have live resizing, but in Rev there is a bug in
which the liveResizing property of a stack is somehow coupled to the
decorations, such that turning on liveResizing removes the ability to
resize the window on Windows. Conversely setting the decorations to
default in order to make a stack resizable on Windows causes the
liveResizing to be turned off.
