Dave,
Select a message and hit reply. THEN go to the view menu and
customize toolbar - there you will see the rich text/plain text. It
is not available from the main window but rather only when you open a
new or reply window for email.

You can set the mail to plain text on a per mail basis. Open your
new mail then:
Menu Format -> make plain text
or
Shift command t
or
Go to menu view -> customise toolbar, and add the "make plain
text" icon to the toolbar
Also many people are still on dialup, the limitation is quite fine
in my opinion.
Thank you so much! I guess I couldn't see it for looking! I must be
going blind, cos I can't seem to find "make plain text" icon in the
Customize Toolbar dialog either! What version of Apple Mail are you
using? I'm on 2.0.7.
