I just checked here:
MacBook:/Library/WebServer/Documents/Testing soapdog$ otool -L /usr/
sbin/suexec
/usr/sbin/suexec:
/usr/lib/libSystem.B.dylib (compatibility version 1.0.0,
current version 88.3.6)
suexec is not linking against any library that might be changed. I
think it is safe...
