I should have thought about that being the reason the brush doesn't
work "now", since I've used it before; however, as the doc I quoted
in my first email states that the bucket "does change" to the browse
tool when the cursor is not over an image, it should do that or the
doc should be changed to reflect the actual activity. Thanks, Jacque.

None of the paint tools change, they aren't supposed to. There are
also no messages sent to your stack when any of the paint or draw
tools are in use. Basically, when you are painting, you are in a
different mode.
The brush works, but you need to choose a color first. It isn't
initialized to black.
