Hi Eric,

This means that you are dealing with an actual ico format. Sometimes, people use a png, jpg or gif file and change the extension into .ico, sometimes people know how to make a real ico file and use that.

Looking at the binary contents of an arbitrary ico file, I see that it contains an embedded PNG picture (I assume this could also be a different format). Maybe you can simple pull that out?
