No. Code signing certs are similar to, but not exactly like SSL certs. A cert used for code signing must actually verify you or your organization's real-world identity. If just anyone could make a cert any time that would defeat the purpose. As far as I know, Verisign is the only entity that can issue certs valid for code signing on Windows.

No, Comodo can do it and both Verisign and Comodo have dealers as well.
