It took me a week but I figured out my problem. After some consulting with paypal support they told me to try the live site not sandbox, it did not work at first but then I went through and completely set up the business paypal account and it started to work. So not sure what part of the paypal setup that made it start to work. I am now trying to do the same with sandbox but not have much luck.
