For development tools, see the Plug-Ins menu.

For things you'll need at runtime, you'll want to include those in your
stack directly.  As with HyperCard's Home stack, once you build a standalone
in Rev anyting you've done to the development environment is lost.  For
those, you can use start using or backscripts (or if you need to trap
messages before the target gets them you can use a frontscript).
