I use Basilisk II - it is quite stable and runs under Windows 2000 just fine
(I'm running OS 8.1) - Not PPC, and won't do OS 9, but its free! Here's the

Although it's targeted for Windows NT and Windows 2000, it works just fine
on Windows 98 (I haven't tested it w/95, though).
