This is usually worked-around by using an installer application which has the means to change or remove the read-only bit. "MacInstallerBuilder" can build installers (yes for Windows apps too) which do not have this problem. Additionally, you can test the user system for certain conditions - QuickTime installed, etc. Most installers work this way and for the same reasons you describe.
