Yes, that's normal since we don't block the forwarding of the terminal status update behind the allocation of the freed resources. Since the latter can take some time, we opt to forward the status immediately and as a result there can be intermediate offers for resources on the agent before the reserved resources are re-offered. Further more it looks like I also sometimes receive a resource offers > request that only lists my reserved resources but no resources that are > still available for reservation. It's possible for the available resources on a single agent to be fragmented across offers.
