Yes, it should be possible, implement and then define a new creator as a bean:
<bean type="org.apache.struts2.conversion.TypeConverterCreator" name="myName"
class="com.company.MyTypeConverterCreator"/>
And then define the constant pointing to your implementation:
struts.converter.creator=myName
