Try using:

</logic:notPresent>
Where user = Konstants.SESSION_USER_KEY, or maybe even:
<logic:notPresent name="<% Konstants.SESSION_USER_KEY %>" >
<logic:redirect href="routes-login.rr" />
</logic:notPresent>
