hi there, I got this same exception. What I did was remove the:
<!DOCTYPE tiles-definitions PUBLIC
"-//Apache Software Foundation//DTD Tiles Configuration//EN"
"http://jakarta.apache.org/struts/dtds/tiles-config.dtd";>
from the top of tiles.xml and that got rid of the error..
