Looks like a character encoding problem. What charset did you save your validation.xml file with, and what encoding declaration did you specify in the XML preamble? By default, XML is parsed as UTF-8 if you don't specify a different encoding. Make sure that you have correctly specified the encoding and/or that you have saved the file with the correct encoding.
