In our early test, the 9i client won out, but that was early on in the
project, before much transaction integration had taken place, while the
balance of queries leaned towards the simpler end of the spectrum, etc.
What we found at that time was that the Microsoft Oracle client suffered
some kind of set-up/tear-down overhead that was increasing our query
turn-around times by something in the realm of 35% in some tests and as
high as 100% in others.

That said, those tests were based on isolated portions of the
application that were the first to be ported, so it is impossible to
tell which client would win out now, or nearer project completion.

This is why I would highly recommend that once your application is
coming together with a representative variety of interactions with the
database you set aside some time to do some comparative benchmarking of
the clients. Each one has pros and cons that have a good chance of
affecting your application differently than the applications of others,
and differently over time.
