You need to make sure that you enable statement namespaces in your sqlmapconfig file.

 

<sqlMapConfig>

  <settings useStatementNamespaces="true"/>

  ...

</sqlMapConfig>

Your DTD is messed up.  Please refer to the ibatis.apache.org homepage for the proper doctypes.
