Maybe it is because your mixing single and double quotes around FIELD =
'FALSE"...

One easy question: 
is it possible to nest many <isEqual> tags ?

For example :

[...]
<isEqual property="p1" compareValue="YES">
        <isEqual property="p2" compareValue="NO" prepend="AND"> 
                FIELD = 'FALSE"
        </isEqual>
</isEqual>
[...]

Does this work fine ? Another way ?
