I did some experimentation a while back with lip sync just as a proof of
concept, I used the old motion tracing technique. video your source
actor face on speaking and expressing but not moving their head then
match up your model with your source video and creep through the
animation tracing out the video.

Please excuse the poor test model but it syncs very well I think and it
was enough to convince me that the technique was sound. it used some
nurbs skeletons for the eyebrows, a nurbs circle skeleton for the mouth
and a bone skeleton for the lower jaw. With a little practice at the
technique I think you could do a second of lipsync in a couple of
minutes without any trouble.
