There's quite a difference between 'web programming' and styling a web page 
using CSS with HTML.

Programming usually entails an application (commonly written in PHP, Python, 
etc.) running on a server, providing some sort of useful dynamic function that 
cannot be covered by a static HTML page.

So, yes, that in particular is a significant step up!

But - is that what you mean?  Your post was rather terse...
