Well, the error messages says it all.
There hasn't been any official release of the public user registration
module yet. The version you're using was a preview, and it was built
with a strict dependency (as opposed to an open dependency which would
say "3.1/*" for example) on Magnolia 3.1, which was renamed to 3.5
long before its release.
I just deployed a fresh snapshot if you want.
