I dont think there is such a control, but in general it is possible to
implement that. But if the user is not authorized (anonymous) he aint got
any write rights in any repository...

I wouldnt do that because:
If you do so, your author and publish instance will have stored different
data. And the general magnolia concept is to:  

1. upload on author instance 
2. activate the uploaded stuff to public

If u really like that upload to publish approach - it would be a good way to
add a dedicated Repository for those purposes.
