I would either override the method where the system adds the document to the
dms, or, the more elegant way, implement an event based system for dms
events.

I tested smtp with the submit of forms and it works. But from DMS I have
no idea how should I do it.

Maybe later you will have more users to get this e-mail, and than you only
need to assign the users to this group.
This is more flexibible than sticking to a single user.

Is it possible with the features Magnolia have now to send an email to a
particular role or user / and not to a whole group via SMTP, so he can
be noticed by email that the document needs a revision?
I would like to try something like that.
Scenario:
user1 user2 user 3
user 1 upload a document and send email to user 3 only (user 2 does not
receive nothing)
