What about the repository? Do you recreate the repository as well? If not, only modules with different version numbers trigger extraction of the files.

Maybe there is something related with our development procedure:

we use Magnolia 3.6.3 EE as empty webapp, then with maven dependancies we load all Magnolia modules into WEB-INF/lib.
Then, always with maven, we attach our modules (14 jars).
We finally build a .war file and we put this war file in tomcat webapp dir, completely removing the previous version. So, everytime Magnolia is bootstrapped and all modules are installed.

All modules are developed in the same ways and our local environment they are all succesfully extracted.

No log information, simple files are not extracted.

Any idea?
