No you cannot easily configure the behavour of the client side caching
by configuration, but...
In the cache config the expiration headers are set by the
SetExpirationHeaders class configured at
config:/modules/cache/config/default/executors/useCache/setExpirationHeader.
Have a look at that class and write a class that fits to your requirements.
