Take a look at http://documentation.magnolia-cms.com/cookbook/using-a-single-war-file-with-multiple-configurations.html

You can have two configs and one instance. Also look in Wiki (http://wiki.magnolia-cms.com/display/WIKI/One+war%2C+multiple+configs).

    Well, if things have not completely changed in Mag 4 then you won't
    be able to edit content in "magnoliaPublic". The public instance is
    for presenting the content to the public. To edit content, you need
    an author instance. Rename the .war to magnoliaAuthor.war and start
