Community edition doesn't have workflow installed by default as for community use one would expect most users preferring simple and direct approach in publishing :) Nevertheless, you should have workflow module in the add-ons folder in case you have downloaded the whole bundle or you can download it from http://repo.magnolia-cms.com/m2/info/magnolia/magnolia-module-workflow/3.6.1/
To install the module, it is enough to drop all the jars from the bundle in the WEB-INF/lib folder and restart your tomcat.
