To answer your question: NO, there is no obligation to create a module!
Creating a module or not is more of an organizational question rather
than a technical. If you represent the user side and develop Web
projects you might want to use the "Packager" tool or the classic
export/import feature. For internal projects I usually use the
packager tool, because this allows me to deploy repository content and
webapp files at the same time and you do not have to touch the webapp
folder of the new and/or old instance.
One of the main purposes of modules is to ease deployment of
"reusable" units. E.g. you might create a nice event calendar, which
you expect to use in other projects. In that case I would create an
"event calendar" module. This way you can deploy that module in any
new project and reuse it again, also for different projects.
