I find the easiest way is to bootstrap as a public version, then got to http://yoursite:port/magnoliaPublic/.magnolia and log in as superuser/superuser. Now go to the configuration tab, expand server and change the admin = false to admin = true. When you log in, you see the green toolbars on the pages now, when you're logged out you see the normal pages without edit.

I think it's easier to turn a public into an admin than turning an admin into a public version.
